The European, French and Breton networks.
The European network
By 2010, Europe will need 700,000 more researchers. The European Commission has therefore decided to organise the European Research Area - Mobility of Researchers (ERA-MORE) Network whose objective is to retain in Europe the best European researchers and to attract the best foreign researchers.
The network will be formed of 350 European Mobility Centres in Europe, whose main objectives are to physically welcome foreign researchers and help them settle down.
The French network
Three main organisations have been charged by the Ministry of Research to organise the network of European Mobility Centres in France
The National Alfred Kastler Foundation (FNAK), coordinator of the French project, in charge of the European fundings. The FNAK is the main French organisation in charge of welcoming foreign researchers and collecting data about foreign researchers in France. More information: http://www.fnak.fr
The Bernard Grégory Association (ABG) whose mission is to promote training through research in industry and help young doctors to find jobs in industry. More information http://www.abg.asso.fr
The National Contact "Human Ressources and Mobility", representing the Conference of University Presidents in Brussels. For more information: http://clora.net
Twenty-three sites have already been chosen to become European Mobility Centres. Eleven are European University Poles (Strasbourg, Bordeaux, Caen, Rennes, Paris-Sud, Montpellier, Nancy-Metz, Toulouse, Lille, Lyon et Grenoble), others are university networks (Aix-Marseille, Dijon-Besançon, Paris-Centre, Paris-Nord, Clermond-Ferrand) and others remain to be decided (Champagne-Ardennes, Limousin, Pays-de-Loire, Picardie, Poitou-Charentes, Centre et Val-de-Loire, Corse).
The network was officially launched on 30 June 2004 by the European Commissioner for Research, Hervé Busquin, at a meeting with French and European representatives of Mobility Centres at the
Cité des Sciences et de l’Industrie in Paris.
The Breton network
In Brittany, the University Europole of Rennes is the European Mobility Centre, in collaboration with the FNAK. In close collaboration with a network of local and regional contacts
in three sites (Rennes - Saint-Malo - Lannion; Brest - Quimper; Lorient - Vannes), the Europole will help foreign researchers to settle down. These will in particular
— be physically welcomed in their host town
— be helped in obtaining their visa and residence card for researchers through a welcome protocole
— receive information about accommodation, social security and insurance, banking, schooling, working conditions for their spouse, etc.
Welcoming foreign researchers in Brittany
The European Mobility Centre is open to non-French
— post-doctoral researchers
— researchers
— university academics
— PhD students (limited service)
who are staying in France for more than three months.
